From 2008 to 2010, Jason Rich paid his crews at J.M. Rich LLC less than the required wage for 30 jobs at schools, hospitals and a county jail, but filed false payroll statements that led the government-funded agencies to believe he was paying the required wages, the district attorney's office said.
